1. I called an ambulance and the fire department arrived, why?

The Perkins F.D. responds to critical medical emergencies within our fire district. Often we can arrive minutes before an ambulance and begin life-saving treatment.

2. Why are the hydrants in Perkins different colors?

Many factors determine the color of a hydrant, but water pressure available at that hydrant, hose connection type/size and visibilty are the primary reasons.

3. If I call the fire department, how much will I be charged?

Currently there is no billing for fire response inside city limits. If you live outside of city limits and within the Perkins F.D. fire district your bill will be $100 if you have a rural fire subscription. Subscriptions are $50 for one year. If you are not a subscriber, your bill could be a minimum of $1000 plus per truck cost after four hours of use.

4. Why do I have to get a burn permit to burn on my property?

Fire and smoke do not recognize property lines. More often than not, a fire affects a neighbor more than the original property owner. The permit process was set up to alert the owner of his/her responsibility and safety when burning.

5. I was in a car wreck that wasn't my fault, why am I getting billed for rescue?

The rescue truck responds on all vehicle accidents within our fire district. If no service or very minimal service is needed, there is no bill. If rescue/medical service is required, each owner will be billed for all service rendered within that vehicle. It is not the job of the fire department to determine cause.

6. Do I need a burn permit to burn outside city limits?

No. Visit www.foresty.ok.gov for proper burning and safety procedures.

1. How do I start water, sewer and trash services with the City of Perkins?

All requests for new service must be submitted in person at City Hall. You may print an application for new service from our website or pick one up at City Hall.

Two forms of ID (as defined by the I-9 form) and a copy of your lease or deed (for address verification) are required.

Deposits are $100.00 for renters and $50.00 for owners. The deposit and a $25.00 service fee are required prior to connection of services.

2. When is my City utility bill due?

Bills are mailed out on the last Wednesday of the month and will be due 12 days later, always on a Monday. A 10 % penalty will be applied to all accounts not paid in full on the Tuesday following the due date. If the due date falls on a holiday, penalties will not be applied until Wednesday.

3. Where is Municipal Court located?

Municipal Court is located, in the City Hall Annex of Thomas-Wilhite Memorial Library, on the corner of Main Street and Thomas. Enter using the library door on the south side of the building.

4. How do I get a public library card?

Residents and employees of Payne, Lincoln and Logan counties can get a free library card by showing a current photo ID and proof of local mailing address. If your local address is not on your ID, you can bring a check book or piece of mail that has been delivered in your name; we can mail you a postcard if you do not have any of those items.

5. What items will the trash company pick up?

All items in your polycart will be picked up. Please bag all trash and close the lid on your polycart to help keep our city clean. Polycarts should be placed at the curb no later than 6:00 am to ensure pick up and should be removed from the curb once empty.

1. Where is Municipal Court located?

Municipal Court is located, in the City Hall Annex of Thomas-Wilhite Memorial Library, on the corner of Main Street and Thomas. Enter using the library door on the south side of the building.

2. What time does Municipal Court begin?

Municipal Court begins at 5 p.m. The Deputy Court Clerk will be in the lobby of the library at 4:30 p.m. for sign in. The order that you sign in is the order that you appear. If you will be late to court, you need to call 405-547-2445 before 4:30 p.m.

3. What do I do if I want to pay my ticket?

Pay in person – go to the front desk in City Hall located at 110 North Main Street. City Hall is open Monday – Friday, 8:00 a.m. – 5:00 p.m. If you are paying on the day of court, payments can be taken in City Hall until 4:00 pm. Otherwise you need to see the Deputy Court Clerk in the lobby of the library. Payments can be made with cash, cashier’s check, money order, check, or by credit card online at www.cityofperkins.net.

Pay by mail -If you pay by mail, enclose a copy of your citation, check the appropriate box and sign the back of the citation. Make your money order, cashier’s check or check payable to the City of Perkins. Under Oklahoma law, a dishonored check is considered nonpayment of fine and costs. If you include a self addressed and stamped envelope we will mail a receipt back to you. Do not mail cash.
Pay online- You may pay your citation online at www.cityofperkins.net. We accept MasterCard, Visa, and American Express. You will need the citation # and the amount due to pay online.

After hours – After regular business hours, you may drop your payment in the night deposit box located at 120 North Main on the front of the police department (south corner). If you are making a payment after regular hours please include your citation with your payment. Do not place cash in the night deposit box.

4. What do I do if I feel I'm not guilty?

Any defendant who wants to plead NOT GUILTY must appear on their arraignment date at 5:00 p.m. and request the matter be set for trial. The arraignment date is the date provided by the officer on the citation. A trial date will be scheduled when the officer who issued the citation will be present, the city prosecutor and any witnesses for your defense. An attorney is not required however, you may be represented at your own expense if you choose. Failure to appear for trial will result in the issuance of a bench warrant for your arrest and/or suspension of your driver's license.

7. What are the policies for attending Municipal Court?

The Municipal Judge should be addressed as Judge Koemel, Judge Shaw or Your Honor and court staff or officers as Mr., Mrs., Miss, or Officer. Hats and caps should be removed while in the court room. No cellular phones, pagers or other electronics allowed in the court room. No food, drink, chewing gum, or tobacco allowed in the court room. Infants and small children should remain in the lobby until guardian is called to appear. Do not enter and depart the courtroom excessively. Weapons are strictly prohibited.

8. What is the dress code for court?

Appearance should reflect neatness, cleanliness and self-respect. A person who is not attired appropriately or exhibits grooming which is detrimental and/or distractive to the Court environment shall be required to make arrangements for more suitable or appropriate appearance. The Judge may reset a case to another court date and require compliance with the dress code. Unacceptable attire includes:
- No clothing too tight or too short
- No baggy or saggy pants or shorts
- No midriff tops, muscle shirts, fishnet shirts
- No biker or spandex shorts
- No transparent or revealing clothing
- No dirty, torn, or ragged clothing
- No clothing that is offensive, violent, vulgar, racist, sexist, or indicates gang activity
- No visible tattoos or body piercing
- No “wild eyes” contacts or sunglasses
- No muddy or greasy clothing or footwear
- No bare feet or flip flops

The type of charge would determine appearance requirements. Call the Court Clerk at 405-547-2445 for details.

13. Can I fax proof of insurance?

Yes, if insurance coverage was in effect at the time of the citation. Fax to 405-547-5440. Please provide contact name and phone number so the Court Clerk can contact you once the fax has been reviewed and insurance has been verified.

14. How do I provide proof of updated vehicle tag?

Bring registration papers from tag agency to City Hall and the court clerk will review them.

1. How do I start Water, Sewer and Trash services with the City of Perkins?

Each month, delinquent notices are mailed out on the Wednesday following the due date. If you are unable to pay the full balance by 5:00 pm on the day before Cut-Off, you must come to City Hall to fill out an extension request.
Extensions must be requested prior to the Cut-Off day.

4. If my water gets shutoff can I pay a partial payment and have it reconnected?

No, the entire past due balance of the account plus a $15.00 service fee must be paid to restore services.

6. What do I do if I have a leak and need an emergency shut-off after hours?

Call Iowa Tribe Dispatch at (405) 547-5355. We have someone on call 24 hours a day, 7 days a week for emergencies.

7. What do I do if I am having unusual waste water problems throughout my house?

Call the City of Perkins before you call a plumber! During regular business hours call (405) 547-2445. For after hours emergencies, call Iowa Tribe Dispatch at (405) 547-5355.

If one polycart is not enough or your polycart becomes damaged, you may request an additional or replacement cart by calling City Hall. Additional polycarts cost $5.50 per month, and there is no charge for replacement polycarts.
